Harbour scenarios laid the foundation for development work
The Port of Helsinki continued discussions on the location of the harbours with both political decision-makers and other interest groups.
In the long run, it is important for the Port of Helsinki to ensure profitable growth as a functional part of Helsinki. It is essential for both the Port and its customers to have a long-term view of the development of the harbours and the traffic passing through them.
- In July, the Port published its scenario work based on the guidelines of the Mayor. It examined how the location of Helsinki’s port operations affects the Port’s business and the realisation of the City of Helsinki’s vision of becoming the most functional city in the world.
- In the scenario work, three alternative scenarios were considered: continuing operations in the current harbours, concentrating the traffic of the city centre harbours at West Harbour and expanding Vuosaari Harbour into a RoPax traffic harbour.

Based on the work, the City Board made a decision in January and the City Council in February 2021. The executive decision was made by the City Board in February.
- The decisions will trigger the planning of the extensive development programme at the Port of Helsinki.
